Well, why do you have dark rings? Is it your natural complexion, or is it another cause? Several things can cause dark circles under the eyes, including allergies. (They're called allergy "shiners", when caused by allergies. A "shiner" is an old word for a black eye.)
Here are some good things to help with black circles caused by allergies, or general fatigue and sleeplessness:
The #1 important thing: get plenty of rest. Also, be sure you are well-hydrated - some dark circles can be caused by not getting enough water.
Other things you can do are to take 2 tea bags, soak them in cool water, and put them on your eyes for about 20 minutes. Caffeine dilates the blood vessels, increasing blood flow to the area, which will "plump" the skin, helping it look not so tired.
Some people swear by cucumber, but I can't get past the smell to try this.
Believe it or not, hemmoroid creme and pads work well for the same reason they work on hemmoroids - they shrink tissue and reduce swelling. If you don't want to put a Tuck's pad on your face, soak a cotton ball in witch hazel (available at any drug store/pharmacy), and put that on your eyes for 20 minutes or so.
There are also a LOT of cosmetic treatments for dark circles. Two I've used that I really like are Zia's Essential Eye Gel and Clinique's Moisture Surge Extra Refreshing Eye Gel.
Finally, you can cover them up. I like Bare Minerals - I think it covers better than anything ever in the entire history of cosmetics. That stuff rocks. And you can't tell you're wearing it. I put some on my husband before a party, when he had a break out on his chin, and even he couldn't tell he was wearing "make up".

I have this same problem! I use that concealer that is yellow (the other one is green for red splotchy marks) and it helps. Dab it under your eyes and then use a sponge to put your make-up on over it... it works fairly well. I've found they show up when I am tired or PMS.... God's warning to the public to stay clear of me I suppose (grin)...

I've heard haemmarhoid cream, though haven't tried it, I just hide them with a pair of glasses! Don't let them get you down, loads of people have them and chances are hardly anyone notices.

if its from natural causes and not abuse, you can take Q-Tips and soak them in water then freeze them for an hour and then rub them on the circles =]
