Some do, usually within their own circle. Some are solitary and seek guidance thru study and may, sometimes, work with another for a while, but it rarely turns into a community type thing (circle/coven). Many that are considered elders are those who produce books about the religion and it's different sects. There are schools and churches for it as well.

Yes, there is a hierarchy within a traditional coven.
1st, 2nd and 3rd grade Priest and priestesses.
1st are new initiates.
2nd are fairly experienced witches capable of assisting the high priest(ess)at rituals
3rd are usually couples who are then regarded as High Priest and High Priestess - capable or operating their own coven.

I suppose if you knew someone who'd been practicing for long then they could be deemed an elder. The whole priest/ess thing is just from the commercial representation of them though, much like the witches coven, don't take that stuff seriously k?

Wiccans don't have elders persay. We are polythiests,which means we believe in many deities. These deities help to guide us in our lives. We also have High Priestesses to turn to if need be.If you are refering to elders like in Charmed, no we do not.
