Half full if you've only poured half a glass, and half empty if you poured a full glass and drank half of it. Then you can make it full again by cutting the empty half off with a glass-cutter.

Depends on an individual's viewpoint; both half empty and half full at the same time.
Example:
A person who liked rain would love a rainy day whereas a person who detested it would dislike the wetness.

If I was in a bar and the barman filled my glass half way up I'd say half empty.
If I was at a job interview and the boss put a glass in front of me filled half way up I'd say it was half full.
If I was half dead of thirst in the desert and I found a glass with any water in it at all I'd just drink it.
