In almost all cases, you want to take vitamins after a meal. In some cases, they will pass right through your body without being absorbed if they are taken without a meal. There is a reason why when you take a look at the case a vitamin C tablet, it has 1,600%+ of the required daily dosage. It's because there is an assumption that much of it will pass through your body without being absorbed. If you eat a meal before taking vitamins, you stand a much better chance of your body absorbing the nutrients.

You should take the vitamins with a meal (usually just after). Try to make it the same meal everyday. Most vitamins recommend daily, only if you need it though.

You should take them at the begining of the day and read the label that the vitamins come in, it might tell you if you need to take them everyday. I would take them everyday though.
