It is the anal glands. They should drain themselves, but some dogs cannot do this. It happens naturally when they are pooping. If they can not do this, you might see him drag his butt on the ground. You have to take them to the vet and they will drain them for you. This is very normal. It will make the smell disappear.

The problem can be the anal glands but beagles love to wallow in things that stink. If another animal has died or lousy remains are around somewhere, the beagle will roll around in the garbage. They are hunters and like to disguise their own smell with the smell of other things. This way they can find and tree their prey easier as they have masked the dog smell. Check the glands, give him a bath and just accept that this is the beagle way

All dogs have scent glands located in the annal area. These need to be milked or removed in order to eliminate the Odor.

P.S. It does give off a fishy smell when the scent glands are full.

My dog gets the same smell from a yeast infection. He gets them on his back by his tail if he's been bitten by a flea, and chews on it. Bathe him in an oatmeal shampoo, and use an anti-fungal cream for animals. I use Kalaya Emu Oil, it's anti-fungal. The 8 oz bottle has lasted me over a year, and a little goes a long way.

They put fish oil in dog food. It makes their coats shiny. Most of the time, when you smell fish from a dog, it is because they are excreting this oil. That's why wet dog smells like rotten fish.
