My friend was told by a foreman last week that he and others were to be paid off on Friday 13th October. So far, they have not received a letter confirming this from the employer, the local Council. Does that mean that the Council owe the guys a weeks pay in lieu of notice.

Anything that is not written down is not leagally binding, word of mouth would not stand up in a court of law. Only either e-mail or written letters. So therefore if nothing happens they wouldnt be able to sue, if not form of 'contract ' has been issued.
The council should know this and if no letters have been sent then there is something up. The council know this like the back of their hands about legaly binding letters
So get some more legal help

Do you mean that they are being made redundant? First he needs to find out on what grounds his employment is being terminated. There is a whole heap of employment law around that and he might want to take some advice from the CAB.

Is it a hire/ fire at will state? If yes, -nothin you can do unless there is a violation of human rights proving wrongfull termination.

they have to have a letter i think by law not 100% sure but think so
