It's instinct, they were meant to climb trees, but they don't know when they're little and climb our legs instead. They are just playing, and learning what all cats need to know like how to fight, run up the tree to get away from a dog, and how to clean themselves. They will eventually stop if you buy them something such as a tall scratching post, or they'll find your couch.

This usually happens when they are kittens. As they grow and gain weight they can't use your leg for climbing.
