for some reason a halter neck top always looks best when long hair is put up. the 'halter neck' part is all about showing off your shoulders and neck and you cant do that so well if your hair covers it all.

Up to show off your neck and shoulders. You can consider curling it up first before putting it up in a ponytail. Or you can have it straight in a ponytail.
