Be polite and ignore it (no jokes, no giggling, doodling, etc) ,unless he/she asks for help. He/she (yes, women can lose hair as well) more than likely knows about it. For many people it's a natural occurance with aging, often times genetic, and for some people it's a sign of illness and can even happen with stress.... As a symptom finding the reason can depend alot on the type of balding (all over, patches, receding hair line, "the donut", etc)....
In the case of age related balding- lots of folks choose to fight it (just like many women are battling wrinkles)- but some people get to the point where they embrace it...My husband started losing his hair at 20 (just like his dad) and shaved it all off (requires alot of maintenance), whereas one of my friends lost hers while battling cancer and chose to wear a wig or scarf around her head, I lost alot of hair from stress and found that getting it cut made my hair look fuller and healthier and the hairloss wasn't so noticeable to other people....
But please be kind, as you do not know what is causing his/her hair to fall out and you could really hurt the person's feelings and self esteem...if this person wanted your help or felt it appropriate for the AP Government classroom they probably would have brought it up themselves... but it really is a personal issue....

well depending on whether you like this teacher or not and whether or not you want a good grade in that class I think you should take a picture of the bald spot or his whole head without him knowing and BLOW UP the picture and post it everywhere and put one in his room but color in his bald spot

Is he concerned about it?
He could be comfortable with going bald.
If not he can shave his head.
