What type of tank is it? You might be able to scrape some or most of it off, or could try sand blasting the lime deposits off. If you can't use either of these methods, try using an acid solution to desolve the lime. Check with your local utility for allowable acids to use, and remember to use proper ventilation and protective gear.

Use a mildly acid ( I suggest vinegar and water) solution if you can flush the tank (acetic acid won't poison anyone, but might taste bad for a while if you can't flush it out).

There are some commercially available de-mineralizer solutions to accomplish the same thing. Follow the labels.
