I have birds (and dogs..) and I make their toys. There are lots of great sites online that teach you how to make games, toys, etc.
Also, you can hold your doxie....let him smell that you have a handful of treats..then hold him as you put one here, one there, one someplace else...all over the house. Set him down and watch him find all the treats!!! So fun!

start taking him to training classes...they will actually love it!! If you don't have the time maybe you could try getting him toys if you havent already.
If your willing maybe another dog will be just the thing to keep him company
