I see a lot of meat in the supermarkets and I know that it can't all be sold. I know that some of it is ground into hamburger, but what happens to the other meat.

What gets done with the meat depends on what cut it started as. In most states, meat can be reworked (recut) up to twice within it's roughly 10 day sale window. If it starts out cut into a large roast, for instance- it can be cut into smaller roasts, or stew meat, a kabob cut, stir-fry strips or ground into burger. A rib roast is usually cut into the individual steaks. Hamburger is rarely the first choice, as the price per pound means a serious cut in profit, from a rib steak to burger pricing is a big drop. Hamburger is usually the trimmings, plus whatever meat didn't sell after reworking the first time. Once it's ground into burger, it usually has to be sold within a few days. In a lot of stores, if there is meat approaching it's last sale date, they will put it into the freezer section at a small price cut. In the freezer section they will gain up to three months of additional sale time. The only other option they have is to donate it to a non-profit organization, and then write off the loss. Meat is very seldom actually thrown in the bin- there is always someplace to take it. I did know of one zoo that bought old meat to supplement feed the carnivorous animals.
I know this from doing food inspections for the military for too long. I learned really fast to buy the large chunks and have them cut to order, and to grind my own burger. Don't ask- you don't want to know! Just take my word for it- buy big, cut on request and grind your own.

The unsold meat gets resold at low cost to eateries. Yup, the low budget food we eat are actually unfresh.

They record it as wastage and throw it out. At some they let people take meat home for their dogs or pets that day.
