Because there is not enough radiation coming off a microwave to necessitate this kind of warning. Interactions between microwaves and other electrical devices are not caused by radiation. Really I haven't heard this concern for YEARS, like since my grandmother freaked out when I was standing in front of her new microwave oven!

There is NOT enough radiation to hurt you when you use a Microwave oven. Do not stand in front of it when you use it if you are worried and if you are concerned. I do not know about Pacemakers though. Ask your doctor when you see him the next time. Or her. (doctor)
