It should. Since Windows ME is often dubbed "Mistake Edition" and is total crap, you should get a life time of free upgrades to make up for having such total crap messing up your machine.
Unfortunately life is not always fair. However, as a legal user of ME you are entitled to purchase Windows XP at an upgrade price as opposed to a full new retail price.

The cheapest I've found Windows XP was $74 for an OEM version which didn't include Service Pack 2. Add another $5 to $8 for shipping. So about $80 will get you XP Home edition, but then you'll have to go to the Microsoft web site to download SP2 and all the other Security Updates that are available.

In case of softwares, you can update the current softwares and can upgrade some editing softwares like nero. But the software u have is a system software and if u want to use that one you have to buy higher processors and ram for your pc and microsoft is not offering any frees in the prices for their products.
