If you are not attending because you don't want to, the people are not that close to you, and/or they did not send a gift to your wedding, you are under no obligation to send a gift. If you would attend if you could, one of the people is a close friend or family member, and/or they or their parents sent a nice gift to your wedding or that of someone very close to you, send something.

Absolutely send a gift, you're still congratulating them on their marriage. Just be sure if you're sending an actual item, to send something that travels well and won't get damaged.

You should, but you don't have to. I would at least send a nice card. You're not required to send a gift but you should acknowledge the event with a card.

Technically, yes, but it depends how close you are to the bride/groom. If I wasn't very close, I would send just a card, but if I were close, or if it is a relative, I would send a gift or gift certificate.

it depends, are you really close to this person?? With my wedding, only 5 people sent something when they declined- this was out of 50!

You should always send a card, and if you want to include like a "gift card" from a favorite store, that would be appreciated as well.
