You can't be born circumcised. Same as girls can't be born with fully developed breasts. It's just not possible. Plus ALLAH will have had his reasons for boys not being born circumcised like it's the parents job and responsibility to ensure that not ALLAH'S.

circumcission is done by human beings as it is ordered in Islam, and its also there in christianity and judaism.
and the definition of muslim is one who submits his will to Allah not the one who is circumcised. its a religious act which is for our better and we are obliged to do it.
