Two, because it has the proper preterite and noun agree.

I would suggest that number 2 is correct.

Number 1 should read

I am not surprised THAT he has a girlfriend..

Since it is in the present whereas number 2 is a future statement.

Could be wrong though :)

Number two is the form that is gramatically correct.

Number one: "I don't feel surprised that he has a girlfriend" is the correct form.

Number one is incorrect as you are changing tense (present with I don't and future with if he) Number two uses both a future tense as you do not know the answer and will find out in the future.
