I am buying a sat nav system. The box says it has a 'gooseneck'. Is this the same as the suction thing that attaches the sat nav to the windscreen?

A Gooseneck is a mounting accessory that is actually a sucker stand (can be long or short) capable of swivelling through 360 degrees.

presuming that its similar to the "gooseneck" you would get for a microphone...its a long bendable rod that your sat nav will sit on (probably suckered to the windscreen) - so you can change its position easily.
