Even Though is just a "test" North Korea has had a history of "Propaganda".
Under his father rule Kim Ill Sung, he vowed that when he died he was going to be buried in Seoul. Well..he is long and gone and Seoul still alive and kicking. I know 'cause I was stationed there when he died.
Even if N Korea was to launch an attack against the South (Korea) they do not have the means to sustain a continuous drive to invade all of South Korea. Between the South Korean Army and the U.S Forces station there (8th Army and 2ID) plus the Air Force units station in Pusan and also the Marines and Air Force units station in Japan (less than 30 min response time to deploy)
N Korea would have an initial blow but would not be able to keep up.
Embargo and pressure from his neighboring countries would probably have to come to a resolve. I believe he is doing it just to get back into the negotiating table and use this to "trade" since N Korea is formed mainly by mountainous regions they do not have the technology and or resources to harvest and feed their people. In 1998 the U.N had to sent truck loads of food and supplies because N Korean ppl were starving to death.

As i write this, the security council of the UN are discussing a Chapter 7 resolution on North Korea. This is a resolution calling for sanctions to be backed by military force. Tha sanctions being discussed about Iran are not chapter 7. Of all the UN resolutions that Israel have broken, none of them are Chapter 7. the only country to face chapter 7 resolutions recently is Iraq.
Don't hold your breath, but the US could well be invading North Korea before too long. I, for one, certainly hope it does not become necessary.

As the manga dude above said, their ain't no oil. Until their is a nuke heading towards the U.S., the U.S. won't respond. Even then, they probably will say well their ain't much point. Americans don't care about their own population, they're just after money. Honestly, if you wanted to end terrorism, dangerous countries like North korea etc., you just have to nuke them flat. Any other less extreme approach will not only inflict more deaths on the american/allied side, but in total.
All i can say is because they haven't nuked the countries, they don't care about their own side and minimising casualties.

Stay tuned. Before they can invade they will need to take out the missiles (mostly non-nuke), aimed at S Korea and Japan. This may require a pre-emptive strike. No doubt the lefties will howl about the injustice of this.

Usa and Britain are only 2 countries in the U.N
nuclear weapons should not ever surface , anywhere .....however , rushing in, with madmen ruling is not the answer, the United Nations was formed to handle World problems , and so be it .

Bush was too busy dealing with Iraq.....than to deal with our real enemies.
North Korea now has WMD's. Iraq didn't.
The Bush administration can't fight North Korea....because all our resources are stuck in Iraq. SAD, BUT TRUE!
