That's two questions. No, it's called puberty for the same reason pubic hair is called that: they both have to do with the pubis region of your body.

As to the purpose of pubic hair, the best answer I have heard is to disseminate the scent of the region (pheromones, I believe is the word) in such a way as to drive a member of the opposite sex to arousal.

No.. Pubic hair is called pubic hair bc of puberty.. it protects the genital area..
