There is no tried and true method to grow hair on your face and chest... first let's say trust me, it's a pain shaving every day. Some say if you shave it will make the hair grow thicker and quicker, I believe that's an ole wives tale myself. However, being that you are in the wanting to grow it phase... I don't believe that would help anyhow.

you could try shaving constantly on those particular areas.
the more u shave, the thicker the hair gets.
