In the Great Food Hall in Pacific Place they have an excellent meat counter. The meat is a little more expensive than Parknshop or Wellcome, but it's very good quality.

Oliver's in the Prince Building also has a good meat counter.

You can buy it anywhere in the world, as long as you pack it in ice. It will stay frozen in the hold on a flght, and then when you get it to Hong Kong, you can cook it.
If you mean where in Hong Kong can I buy a good steak, then I'm sorry I have no idea

Try the shop in Causeway Bay (next to Leighton Centre, near Times Square). It sells premium quality steak.
