I think at this age It really doesn't matter just as long as she looks cute and I would go with something that's going to be comfortable because you don't want her to get fussy.

Is she able to choose? A fave character is a good idea. Just so long as the outfit is comfortable and easy to get out of for toileting, or changing nappies. (also nothing with small beads or decorations she could choke on)

Find something unique. I dressed my 2 year old last year in a black sweat suit with a big "P" on his shirt. Then I put black on his eye. He went as a "Black eyed P" . One year I put candy wrappers and popcorn all over me and went as a movie theater floor. OR what about a pink sweat suit and a shoe on her head. And she can be stepped on bubble gum. GO UNIQUE.
