Not sure what you mean by your question.

If it's riding the horses, a jockey, that's talent (not to mention size).

If it's handicapping the races and wining (you know betting and wagering) than that's luck as my old Uncle Vincent would say. He actually made good side money playing the ponies.

Luck 20% Talent 80% depending on the race and on the horse. Lets say the average horse race has 10 runners. If it was pure luck every horse would have 1 in 10 chance of winning. If it was pure talent, the favorite would win all the time. Neither of these happen. Favorites win about 1 in 3 or a little less. Do the math. Back runners will run into more bad luck though. Also jockeys have to be factored in. Dont worry about barrier draw, these are already factored into the price.

Gambling in any form , whether it is Horse racing or Cards or Lottery or whatever it is where you know only the in put and have no control over the out come is just luck and there is no such thing as talent that counts in this.
Talent in this is, when you know
What is good for you
Talent is, when you know
Enough is enough
Talent is, when you know
No body has made money by gambling.
Talent is , when you know
Horse racing is a sport & nothing else.

There's a Lot to be said for Studying Form of Horses and Riders!
It obviously takes a Talented Rider to Guide a Fit,High Output Horse over a race course!

I'm sure there's a Bit of 'Luck'(Do Not believe in such stuff)
But the favorite is technically the Favorite!
Incorporate other factors in to the Equation Like:

Horse Doping
Jockey Weight
Race Fixing

And You have recipe for 'What will be , Will Be' Mentality!

I Guess the People who take the bets WIN!

A bit of both, but the training is cruucial. A winning horse needs more than just luck, talent and good looks.

What?
As far as the actual racing, it's talent by both horse and jockey, with lots of luck to get them through the race safely, talent too.
But for betting, its both, but mostly luck. You could bet on the horse with the best record but who knows if it might take a mis-step half way through.

Talent & Breeding . It's rare that a horse with nothing but bad workouts , wins on luck alone . Some have it . Some don't .

I think it is talent. If you do the research on the horses, past races etc... You will usually be right on or close most of the time.

Talent, skill, post position, weight, distance, track surface, (weather) fitness, (of horse and jockey) preparation, purse size, equipment, positioning during race, mental attitude, (of all involved) strength of competition, if all those things are going for ya.. a little luck never hurt..

its very much a talent 2 a existent .there a lot to look for from the horse to the jockey ,the trainer,the track a lot of study ,but u do have that luck part of it to ..and that's in any gambling...
