what is the best software for convert & cut DVD into MPEG?

I mean convert selected part of DVD film into mpeg? not whole film, part only which i like?

Ulead Video, Adobe Factory, Camatesia 3, Nero, 6,7, and XP movie maker too

Adobe Premier works really well, you just have to have a way to run your DVD player into your computer, you can't capture and playback from a DVD-Rom Drive. You would then que up the part you want and then using Premier's capture function capture the file to your computer and save it back out.
