VirtualDub is simply the best freeware AVI editing tool. I've used it for years to encode for personal use and for distribution on the internet. There are many, mant tutorials available as well (though using it without is easy enough). Check first link for download, second for tutorial on cutting/joining. Get VirtualDubMod (third source) if you need to join MPEG.

It has easy-as-pie editing features (including cutting/joining) as well as advanced features, such as changing color spaces, filters, and a plethora of compression options. It's a great program for beginners and pro's alike.
