If the stranger is recording you without your permission, he/she is doing so ‘illegally’.
Wait till other people are present, then turn around and approach the stranger, asking for an explanation of why the person is stalking you.
There may be a potential danger to yourself, so take note of the person’s appearance, and report the information to the police, stating that you are being stalked !!!

ICYUR has the right idea in his/her reply. Personally I would not take chances approaching someone like this. Take notice of his appearance. If you can pretend that you don't notice him and act like your making a casual phone call by cell phone or pay phone then call the police. Maybe with luck he'll still be hanging around you when they arrive and retrieve his video. From that point on the police can tell you what charges you can place against him.

technically as crazy as this sounds it is not illegal to follow someone around with a video camera. Annoying, freaky yes!! If it becomes a regular thing then it could be a case of stalking and definitely go to the authorities. But if it's just a one time thing ignore it.

Maybe call the police or pretend that you are on your cell and be really obvious that you are doing such a thing. Maybe by then they may find someone else to video cam.

stop, ask him what he's doing, tenderly snatch his cam when he has no time to react then tell him, it need to be at the policestation until people find out nothing wrong with it
