First off, I don't know the relation between you and her. But, here's some suggestions. Since she still has that boyfriend, you should be very careful around her. If you like her alot, then I'd suggest taking your time and going slow with her without revealing too much about yourself (save those funs for later when you two are into each other). If you have other girls that you are interested in also, I'd just go up and make her laugh, then ask for her phone number. The easiest way is to get her to know you through your connections with other people (however, it's not the most effective). Hope this helps.

Let her know that you can imagine it will be hard for her with him moving away, and that if she wants someone to hang around with you would be happy to. However, definitely respect her feelings for the far away boyfriend. If it is meant to be she will fall for you if you treat her like a special friend, and respect her feelings.
