It's a baseline. You can see at twenty feet what most people can see at twenty feet. If you are nearsighted, the numbers go up: you might be 20/100, meaning you have to be 20 feet away in order to see something others could see from 100 feet. If you're really lucky, you could have 20/15 vision: you can see at 20 feet what most people have to be 15 feet away from to see.

No, 20/20 is considered perfect vision. I am suprised you are wearing glasses anyway. In most states your vision has to be 20/45 or worse for you to have to wear glasses to drive.
