You didn't suggest an age for these troublesome kids, but in reality it doesn't matter that much. The police department is the proper place to report this kind of offense. You are essentially reporting a 'disturbing of the peace' through a number of means, like loud and (maybe) offensive conduct, loud music past a night time cutoff time (10 p.m. in many areas), things like that.
The scenario you described isn't one of just lack of supervision, but rather they are breaking laws out in public view. So that's why the police should be the first to report it to. The police can also notify other child-oriented regulatory services if they see it as additionally appropriate.
I further believe that you'd find it more effective in dealing with the problem if you didn't make an anonymous call, but asked to meet with the officer that works your neighborhood. You don't have to to it in front of you house, but you should try to have a personal conversation to explain the problem, the history of the problem, their address, the other neighbor concerns, etc. If you only make occasional anonymous reports, you may only get a police car driving by from time to time, the kids shut up for a moment or so, then get back to their poor behavior when the officer leaves.

You would call Human/Children Services. If they have record of being out at this residence multiple times, they may also contact law enforcement and have them respond also. If you live in a City and/or Village, most states carry noise ordinances whereas there is limitations of how loud the music is and occurring at a specific time.

Department of Social services handles all child complaints. If they are unruely and you have a noise ordinance in your jurisdiction you can also call the police and they will discover it as well. Once they have they are required to notify social services if they are unsupervised and not old enough..The key is the age.

You should call the police. You can remain anonymous. If the children are in any kind of danger or neglect, then you should call the police, who will call DHS. Children need responsible adults to take up for them since they are too small to do it themselves.

i would call [when all of this is happening] the police and tell them the history of the neighbors and when you see the parents and when they are missing.........also if you know who the landlord is i would contact him/her to let them know about this problem..........
