If you have a legit painting, you need to have it professional appraised or speak to an Art Museum Curator.

Are you sure this painting is by Claude Monet?

The one he painted was called 'The British Houses Of Parliament' and it was painted in 1905.

He painted one a year earlier called 'Houses Of Parliament: Sun Breaking Through The Fog.' Perhaps this one, painted in 1904, is the one you mean?

Priceless....there's little chance the National Gallery of Art in DC, will ever sell it.

But if they were to sell it, I'm sure it would go in excess of $100M
