You ask the first door if the other door would say that the first door leads to the City of Truth. If he says yes, that means he's lying bc the other door would tell you the truth and tell you that he is the door that leads to the City of Truth. If he says no, then the other door is the lying door and leads to the City of Liars. If he says yes, then the other door leads to the City of Truth. If he says no, than that door (the first door) leads to the City of Truth.

You ask either door...."Which door would the other door say is to the city of truth" No matter what the answer is you know that it's the other door. Truth door would know that the liar door would lie, and therefore say the wrong door. Liar door knows that the truth door would say the correct door, but lies about it..so no matter what the answer from the doors is, the answer will always be the other door.
