ok, I know this girls she offered her phone number for me.
but we chatting online she makes excuses not going out, she admitted she want so go out and meet. and tells call me everytime we end chatting online. I call still her, she still makes excuses. then online she sais she wants go out again with me.
WTF is her problem?

She probably just wants to get to know you better. Keep talking to her when requested and wait for her to start hinting around about going out before asking her.
Being too eager would be a turn off.

i Think that she's too insecure about herself to meet with u in person... i guess she just feels better about herself if no one can see her... i guess the best thing u can do i talk to her about it... tell her how u feel... How u don't like the fact that online she wants to make plans but when u try all u get is excuses. After that she what she says. that'll show u who she really is.

Obviously she cant make up her mind!!! Ask her if she ever wants to meet you, then get a time and date. If she makes up another excuse, she must be trying to ditch you buddy, then get over it!

properly its looks like your sister is taking it out on you not him, witch from what you stated is thoroughly incorrect. i could supply her a great beginning till she admitts shes incorrect and apologizes she would not (i think of she could in spite of if it is a small gesture) then my suggestion could be to get on with your existence, yet i in my view think of she would be in a position to apologies after a month long sulk.
