I don't understand how/why someone who cannot figure out percentages, fractions or even basic multiplication and division would be in an algebra class. By the time you get to algebra, shouldn't the basic mathematical principles be old hat? Is this problem only in American public schools?

Actually it is not because they can't do it. It's because they don't have to do it! We use calculators for nearly ALL higher math classes. Every high school in the nation REQUIRES an advanced calculator for pre-algebra and above. I'll be perfectly honest with you. I can do calculus and even chaos theory, but I can't add, subtract, multiply, or divide with much accuracy!
