For the love of everything and everyone decent, DO NOT pursue him...yet. If you really like him, treat him and his girlfriend with the respect they both deserve, and wait for him. Be the best friend you can be, just don't reveal your feelings for him yet.
When the time comes (i.e.: they break up) and if you still like him, tell him your feelings. If he has any sense at all, he will turn your way. I guess that all depends on if he likes you too, but you won't know that till later. Really develope your friendship, tell him stuff you wouldn't any other. Build trust. Then tell him what's up. Coarse if he goes out with someone else after the previous relationship and before you tell him your feelings, you can probably assume it's not gonna work. But is a friendship ever a waste of time?

Let it go. There are tons of guys out there; why be stuck on one guy who is taken? If he were to hook up with you and leaves her or cheats on her, what are the odds that it's going to happen to you too? Very likely. Plus don't forget about Karma. What you do to others hits you back three times worse. Think of the golden rule, do to others what you want done to you. Would you like it?

How would you like it if you had a boyfriend and someone tried to hook up with him behind your back.
Show some class and don't mess with it. No flirting or being disrespectful to the girl. What comes around goes around. Do the right thing.

Depends on how long they have been together....Sometimes its better to be just friends thatn having nothing to do with him at all....because if he isn't into you it will be a very uncomfortable situation.
