To enable or disable System Restore, perform the following steps:

Start the System Control Panel applet. Select the System Restore tab. Clear the "Turn off System Restore on all drives" check box to enable System Restore, or select this check box to disable System Restore. Click OK.

First, make sure system restore is turned on and set to moniter
your hard drive correctly. Click on System in Control Panel to
get to this. It's self explanatory from there. Also, you need to create regular checkpoints of your system when it is up and
running good. It creates its own checkpoints at regular intervals,
but these are no good if bad configurations are being recorded.
This is probably why you are having problems with this.
