While the Ivy league would sound like the best bet, the best way to go about it is to check which university has a strong Bio Tech Faculty, and then check their interests. Your son should evaluate their interest areas / last few papers to check if he is interested in working with them for his PhD. He should then eliminate Universities based on whether his interest areas tally with that of the faculty, cost of living and the aid he might get.
The area of interest is important because it is most probable that for the first 5 years of his post-doctoral career he will work on associated subjects.
