Instead of tickling her, how about hugging her? That'll shock her.

If playful, affectionate tickling is what she does to you, I am sure that she would not object if you retaliated in a similar, playful way. As others have said, her tickling you is a sign that she likes you. If you playfully tickle her back, you are telling her that you like her, too.
Just be considerate about it. Do not tickle her in front of her friends or in front of other guys unless she starts it. You do not want to embarrass her and you do not want other guys to be tickling her, too.
Also, do not dig your fingers in when you tickle her. Be gentle and respectful. It is OK to tickle her for 5 - 10 seconds playfully but then give her a break. Never take advantage of her unless she privately tells you that she wants you to do so.
nothingforthebest666 did bring up a good point, though. Some girls (and guys) do play mind games. As you build your friendship, keep alert to anything which may cause "warning lights" to flash in your head. My hope is that she is honest, sincere and a great match for you. Do not be blinded by love, lust or affection though. If she displays unhealthy behaviors which could destroy a relationship - they will. Be truthful and honest to each other at all times.
Good luck and happy tickles!!!

No. If both of you start this physical roulette of tickling each other, what kind of social relationship will this lead you into? You should be doing social things together that will help both of you learn more about each other's lives, enjoy real friendship and avoid a physical relationship until you have established trust and real friendship first. She probably does not know any better. You must be the "guide" if this relationship is to be more than a purely, sexual encounter.

Yeah it's ok to tickle her. It shows that you're interested and I think she may be too. Just ask her out and see how it goes.
