If there is critical information needed about an accident or crime the police have every right to ask questions. The police can ask when and whatever they please, it's up to you to defend your rights and t's up to them to gather info to close a report. They're just doing their end of the job.

A slight concussion in no way impairs ones ability to think clearly. Unless under arrest your friend had no legal obligation to speak with any patrol officer or detective. If under arrest your friend had the right to legal advice and to be questioned at a later time.

A slight concussion is only a large name for a bruise on teh head!

There is no reason why a person can not be questioned---the reason you were questioned at that time is to get information while it is still fresh in your mind!

Yes, they will need thier information to do a proper job of doing thier report and/or investigate the situation.

If they do a report without all of the witness statement, it will only include part of the statements

He can be questioned and also should have been mirandized (read his rights). He should have excercised those rights if he knew them.
