Two things; get confident and then get her attention.
Confidence is all in the attitude, pure and simple. Just replace all those negative thoughts about yourself with positive ones. Remind yourself all day long how great of a guy you are. Make yourself smile when you have a blank look on your face. Pay attention to how you look and dress. I tell you all this because if you lack confidence, you won't attract anyone, much less a person "out of your league".
And what does that mean anyway? That's just some social stereotype/pecking order thing, there's nothing that says you have to pay any attention to it. Besides, get the confidence thing right, and even if she doesn't go along, you'll be fine and you'll be attracting others along the way anyway.
Now, as far as asking her out....don't. Like I said earlier, you've got to get her attention. Now, how you do that, I don't know. But you can learn what she likes, what clubs she is in, you can figure out what her interests are by simple observation and casual conversation. Get inside her circle, and then make sure that you are getting her attention (that doesn't mean bring attention to yourself necessarily).

Act confidently, but not arrogantly. Be polite and kind as you do so as well. Prepare for rejection, and don't be too surprised if it happens.
If you don't mind a friendly suggestion, though, you might try asking out someone who *is* in your league, especially someone who has a lot in common with you. At the very least you might try this if this thing with this girl you're thinking of doesn't work out. Remember that it's what on the inside that counts.

Looks will only get you so far but then you have to have some personality. Be confident instead by initiating a conversation with her. Sense of humor is also important. Those are the things you should worry about.

I believe no one is out of ne one's leauge. Just go up and introduce yourself and tell you would like to talk to her and get to know her a lil more. Even though your not that confiddent you can make yourself look it. Stand up straight and look like your ready to conquer the world and ne thing it throws at you!! GOOD LUCK!!

the best thing i can tell you to do is go with your gut instinct and just do what you think is right. its better to get shot down than waste your time on her. someimtes you really aren't uut of their league. maybe she has feelings for you too. good luck

trust me ive seen guys like u do stuff like that.its best for u to stay back or else ur gonna feel really stupid after you geet rejected.or u really should take a chance and go for it really! :)

ask her out. "hot girls" don't always think they are hot and often times people are too inimidated by them to ever ask them out so they are often available.
