Is it worth $55.00 to upgrade to Paint Shop Pro Shop X or 11 ? I heard that 10 is a better interface than X (10) .. any opinions on stepping up to X or 11 ? Thank you all ! :)

Unless you use it extensively, or have projects that you're getting paid for... no.
Ther are always new features and new versions, upgrade based upon what you need (i.e. they add some feature that you've been looking for) unless you're just curious and don't mind spending the $$

All these upgrades are seldom dramatic differences. I wouldn't rush out to upgrade after every upgrade. Most of the time there aren't but 2 to 7 NEW features added to what you already have.
Skip a couple before upgrading, that way it will be more worth it in the long run.
