Yes, usually that's how it works. But to be on the safe side, talk to the parents of the flower girls... in conversation, explain how your trying to find inexpensive dresses for the girls because you don't want to inconvenience anyone financially (or something to this effect). If the conversation continues, you can mention the price range you are trying to stick with. Thus giving them a "heads up." When you call the mom's to get the kids to a first fitting, mention that they will need a deposit on the dress that day. Hopefully, all goes well!

If you are following the popular convention of having the bridesmaids and Maid of Honour pay for their dresses, than the parents of your flower girl(s), pay for their dress(es). However, let me point out to you that there are other options. At my aunt's wedding, she found a dress pattern that we all wore and that my grandmother made for the four of us to wear (Matron of Honour, Bridesmaid and two flower girls). If you are looking to help your bridal party save some money and have someone in your family that is a good sewer, than you could go that route.

You could even just have the flower girl dress(es) made if the rest of the bridal party's dresses have already been purchased.

Yes usually... but if the dresses are not that expensive and within your budget i would suggest the bride pays for the flower girls dresses. I bought the dresses for the two flower girls in my bridal party (but i was able to get the dresses at a great deal from bloomingdales for around $50 each dress).

Yes, but beware. While your friends may be fine spending $300 or more on their dress and shoes, the flower girl's parents will not be very likely to be ok with a very expensive dress.

Not all bride'smaid pay for their dresses. In my culture (Vietnam) the bride and the groom pays for everything. I had my wedding last yr and had 2 bride'smaid and groomsmen. My husband and I paid for all the parties dress/tux including their airline tickets to two state. (we had 2 wedding). In our culture having someone in the wedding is doing us a favor so we can't ask them to pay for anything.
To answer your question...The parents usually pay for the flower girl dresses. It shall cost no more than $130. If you are paying more than that you shall asked the bride to help you with the cost of the dress.

It depends on the family. We paid for the bridesmaid/groomsmen attire. If the parents of the little girls can afford the dresses, normally they would pay. Best wishes!
