Depends on what car it is and what year. You need to be more elaborate on this. But sounds like a speed sensor is bad.

Check the govener in the transmission (the gears are probably stripped). Costs around $75 to have a mechanic fix it. This happened twice on our 1993 Ford Taurus, along with about 9000 other problems. Symptoms were exactly what you described.

If you drive a late model Ford truck it will be the speed sensor on the rear axle.

Josh S is correct. It sounds like your VSS (vehicle speed sensor) has failed. You didn't state the year, make and model of your vehicle. But a failed VSS will cause he EXACT symptoms you describe.
