Why do some countries need you to claim your luggage (citizen of that country or visiting) even when it has...

Been tagged to your final destination.

The reason why I'm asking this.

It is about Security which is you are going to go through Customs. It isn't a big deal, then you just turn it back in for your continuing flight. The reason they tag it to your final destination is to save you from doing this after customs because well it was already done =)
