tears normally trickle down to the naso-pharynx by the lacrimal ducts. The "cold" causes inflamation, which can block these ducts.
Same applies to the Eustachian tube- which is why sometimes there is hearing loss during a cold/ flu

Your body seems only to start to protect itself ONCE you have the cold, so it starts by producing fluids to stop the infection getting in i.e runny nose coughs, eyes watering etc, its not the cold that does this but your immune system, why I have no idea, if in doubt and want to boost your immune system, take ZINC

taesr are shed due to irritaton of the eye(perhaps due to bacterial or viral infection) or as an emotional response.
Why are tears shed when punched in the nose or kicked in the nuts? must be a pain response eh?
