If you go by the numbers, Mexico has a larger military, has better equipment and spends more on their military than Vietnam does today.
Vietnam Military manpower - availability: 21,341,813 (2005 est.)
Vietnam Military expenditures: $1 billion (FY2002)
Mexico Military Manpower - availability:: 24,488,008
Mexico Military expenditures: $6.043 billion (2004)
You may add the Vietnam's available military equipment is inferior to Mexico, because most all of Vietnam's military equipment came from the Soviet Union. Parts and replacement equipment became non-existent soon after the collapse of the Soviet Union. This is not the case with Mexico, which is supplied by the U.S.
The numbers can be deceiving. Vietnam has a long history of fighting and winning against superior forces. China was kicked out of Vietnam four times. The Mongols were kicked out of Vietnam while still occupying China. The Japanese, French and we had the U.S. turns as well. On the other hand, Mexico has a history of loosing wars to both inferior and superior forces.

Mexico hasn't been in an armed conflict since Poncho Villa, and that was back in 1916, and before that it was 1846. The only thing the Mexican military does today is harass tourists traveling thru the country (but then again they have to have something to do), and take bribes from drug runners. There is no other military in the world as corrupt as the military of Mexico. Their police force is no better. Their equipment, including the ships of the Mexican Navy are our old WWI and WWII hand-me-downs, with exception of a few gun boats like the Tampico, Veracruz, and a couple of others. Their military training is a farce. Small arms are ordered from the US, which means they're using M-16's, M-60's,
twin 50's, and 9MM hand guns.
The Vietnamese, on the other hand has one of the most sophisticated and savvy army's on the planet. Their weaponry is state of the art, and their commitment to duty rivals our own. I know, I've faced them twice.

The Mexicans have a much superior Army, since the US supplies them with all needed to combat narcotics. Also, It is well known that this administration and the prior one have sent millions of dollars in aid to modernize their military and equipment.
