I'd like to set up multiple user accounts (probably no passwords) on a single PC running a Linux distro (not sure which one yet). In Windows XP its easy through Control Panel.

Yes it's usually easy. How easy depends on the version of Linux, but there are usually graphical tools, otherwise you can do it on the command line as well.

You can use the useradd command. I would not recommend creating users without assigning a password (I truly don't think it is possible but if it is I would NEVER do it.). To not assign a password will leave your system very open to being hacked.
If you want, when installing SuSE Linux you are asked to create a user. You can check a box to allow the system to boot straight into that ID without using the password. (You will still need to assign the account a password though.)
If you are just learning linux I would try Knoppix Live CD (http://www.knoppix.com) first. It allows you to play with linux without installing it. Keep in mind if you do this that it will be much slower than if you installed it on the hard drive.
