Plato thinks the first alternative is the right one. God's desire doesn't MAKE a thing good or bad. Rather, God first KNOWS that a thing is good, and THEN desires that thing.

Plato rejects the divine command theory (which says that God's will MAKES things good or bad).

God said he gave us free will. Therefore he seems to be the type of God that does not create all that is good out of desire but creates and allows things to take shape independently as we then see him deciding later that he notices a thing to be good. That's why there are tests. Because he doesn't place barriers on things. That's why children can die horrible deaths. He touches nothing. He makes judgements. He is God, the father.

God is good and God desires good things because he created all good things so both statements are true.
