I don't normally bother or care about my hair, which is typically very coarse, rough, and thick. However, it does bother me at times; even getting a hair cut is a bit of a hassle at times.

I was just wondering if there is anything I can do to make it less rough, and more smooth/silkier.

Leave-In conditioners, there are many out there for this problem. Try Infusium 23 Leave-In Treatment, Garneir Fructis make good leave-in conditioners. Or do a V05 Hot Oil Treatment on your hair.
Check any store and you'll find lots of hair products to help this.

Shampoo/Conditioner for Dry Hair will help you!
Make sure you are using a conditioner on your hair after washing.

I use Joico hair reconstructor....It works really great, the most moisture I found in a conditioner

The bottle says use it once a week...I use it everyday.

Their shampoo is great too, the downside they recently raised their prices and its not cheap. I buy on ebay

Theres lots of shampoos that will do that
just look on the bottle at walmart or something
