while my laptop is booting up , it stays on the welcome screen for about 2min, then it finishes booting up . scanned it for viruses none found, deactivated all the startup programs,no spyware or adware found, could it be a missing startup file ? if so which one ?

How long have you had the laptop. My old PC does this when booting up. Most every PC I have seen does this when they are old. I just bought my dell desktop and tell laptop, so I haven't had any problems with them myself. But the HP desktop that I have had for four years now takes a VERY long time to load. It may be just something you have to deal with until you get another PC. Of course if you have hibernation shutdown, then use that instead so it'll go straight to your screen and bypass the welcome screen altogether. This still shuts your PC down it just saves windows in it's current state when you shut down and goes back to it then. Mine will do that is I don't notice the battery is too low, and I'll even be able to continue games I was on when it went into hibernation. I think it's a neat feature. I use it a lot when I plan on getting back on the PC later that evening. Good luck.

Additional: If you laptop is not old, I would contact the manufacturer since it shouldn't be doing that with a newer PC and they might know better how to handle it.
